Taygetans, for example, are a primary race. The human race is classified as "adapted."
This classification is not based on laboratory genetic manipulation, despite what the Sumerian Tablets suggest. Swaruu 9 is explicit that "the true genetic alterations applied to humans have been made through mental control" — the limitations come from the Matrix itself and the perceptual constraints it imposes. The genetic changes are therefore reversible. The human body is the same Lyrian template found across more than four hundred thousand known human civilisations throughout the galaxy. What makes Earth humans "secondary" is not their biology but the artificially imposed reduction of their consciousness.
This classification carries direct political consequences. The Federation uses it to justify keeping Earth isolated from the galactic community. If Earth's conditions were improved, there would be no other place for souls to experience that level of challenge.
Second, Earth's problems generate a destructive mentality — including tulpas and egregors — that must be kept isolated from the rest of the galactic community "to prevent it from spreading and infecting other societies who have already reached a high spiritual, moral, and ethical existential level."
Third, if direct, unguided communication existed between star races and humankind, "the Earth and its Matrix would collapse and would be absorbed or assimilated into becoming any other progressive holistic planet." Souls would then have nowhere to incarnate for "a short and spiritually nurturing experience based on strong duality."
Mari's response to these arguments is sharp. She counters that the suffering-as-growth model only works for lower-evolved souls, and that advanced souls actually need "peace and quiet to be able to evolve and be in a creative high-frequency existential mental state." She notes that perpetuating suffering creates a vicious circle where suffering generates more suffering, not growth. Not like on Earth where a person, a politician represents a people and the people themselves have no power and no vote." The political structure operates through stepped, layered councils — from town to region to planetary to racial to the High Council. Each level deals with problems appropriate to its scale. This means that no single person can be the Federation's representative on Earth. Gosia's summary in transcript 447 identifies the key principle: "The door to the Federation opens from Earth plane."
