It is potential energy that each observer interprets through its own identity frame — its needs, its knowledge, its values.
Mari extends this further: the value and the meaning given to something depend entirely on who the observer is. That observer can only give value and meaning through its own understanding of reality, its particular needs and wants — through the subject's identity frame (S-153). There is no meaning embedded in the Ether waiting to be discovered. Meaning is assigned by consciousness. Without a consciousness present, what you call a chair is not a chair, not a bed, not food. The Universe in all its extent is not made up of matter and energy. It is made up of ideas, perception, consciousness. It is made up of mind (210).
Your car does not exist "inside" you or "outside" you. There is no inside or outside.
