The question assumes the standard alternative-history framework: that beings like the Anunnaki genetically spliced human DNA in a laboratory, reducing us from twelve-strand, twenty-four-chromosome beings to our current two-strand, twenty-two-chromosome state. From that assumption, it seems obvious that the Federation's Prime Directive — non-interference with "naturally evolving" species — is hypocritical, since there is nothing "natural" about a species that was engineered.
But the material does not merely answer this contradiction. It dissolves it by rejecting the premise entirely, and in doing so reveals that the real story is both stranger and more empowering than the Anunnaki narrative suggests.
DNA Is Not What You Think It Is
The foundation of the entire argument rests on a radical redefinition of what DNA actually is. Swaruu of Erra (Swaruu 9) presents this framework across multiple transcripts, and it is reinforced and extended by Yazhi, Aneeka, and Athena.

DNA, she explains, is memory in material form. Because Earth has been visited and inhabited by countless races over hundreds of thousands of years — as starseeds, step-downs, and colonists — their frequency signatures are naturally present in the genetic record of the planet's population. Finding Andromedan or Pleiadian markers in human DNA does not prove humans were manufactured any more than finding French words in English proves English was designed in a laboratory. Among the worlds they seeded were those orbiting Taygeta in the Pleiades, the planets of Alpha Centauri, and Earth.
About forty thousand years ago, a Lyrian colony was established on Earth, living alongside existing hominid species like Neanderthals. This was not a primitive settlement. Swaruu 9 describes it as a "high frequency advanced holographic society" with space ports — an interstellar civilisation operating on Earth with full access to the technology and consciousness of the broader Lyrian diaspora (138). A Taygetean sub-colony called Lemuria was part of this planetary civilisation. Athena reinforces this point in transcript 348: Earth humans are Lyrians, full stop. They did not evolve here. The planet was "artificially populated" — as all M-class planets are — by beings who arrived from elsewhere. Neanderthals were not a separate primitive species but a Lyrian variant adapted to local conditions.
This matters enormously for the Federation question. Even setting aside the DNA argument entirely, the historical record according to this material shows that humans were never "naturally evolving primitives" on Earth. They were members of an interstellar species — the same species that populates much of the Federation — who colonised Earth and were subsequently conquered, enslaved, and stripped of their knowledge and technology. The Federation knows this. Its own records document the Great Expansion, the Lyrian colonisation, the Reptilian invasion, and the Tiamat war. Classifying the descendants of that conquered civilisation as "naturally evolving" is not an honest assessment. It is a reclassification that erases the crime.
Eventually, the pursuing Reptilians found and invaded Earth. The Lyrian civilisation was conquered; only the Lemurian base continued to resist. The captured Lyrians became what the Reptilians called the "Adamic race" — slaves.
Here is the critical point: the Reptilians did attempt genetic modification of the Lyrians. Twice. Both attempts failed. Swaruu 9 is emphatic about this: "The first 2 attempts to do the same with the anthropomorphic Lyrians didn't work because they all had a very strong connection with Source and the spiritual. This is exactly the dog-breed principle in action. You can temporarily suppress a gene, but if the consciousness behind that gene remains intact, the suppression does not hold across generations. The Reptilians could not permanently degrade Lyrian DNA because Lyrian consciousness kept restoring it.
