Federation officials meet with world leaders at Antarctica bases, where puppet politicians pledge allegiance to Deep Cabal representatives who include regressive Grays and Reptilians. Step Down politicians — biologically complete extraterrestrial persons, mostly Centauri who are physically indistinguishable from humans — are introduced into public life at all levels, answering directly to secret societies and the Federation. They are everywhere, and they have been for a long time (447, S-038, 450).
Non-human technology is given to the Cabal. Weather manipulation systems, synthetic telepathy infrastructure, medical technologies well beyond human comprehension — all are provided by the Federation through intermediaries and used against the population. The Federation applies the Prime Directive when it suits its convenience and ignores it when it does not. Federation officials contact politicians face-to-face — but the Taygetans cannot use their voice to speak to willing starseeds. Shady non-Federation races roam Earth freely, conducting abductions and maintaining underground bases — but positive races are told to step aside. Small Grays are permitted to conduct genetic repair operations on human subjects without consent, classified as "gardener" maintenance — but a Taygetan sending a typed message to a friend is considered a violation.
