The disagreement is only about why: Swaruu (9) saw it as a flawed but purposeful cosmic game; Alenym called it criminal permissiveness that crossed into active sabotage; Aneeka mapped the chain of command proving the Federation runs the Cabal; Yazhi argued the Federation's inaction is a structural impossibility created by humanity's own Collective Unconscious; and Mari systematically dismantled every justification, concluding the institution is strategically maintaining Earth's suffering while pretending its hands are tied.
The local Federation representatives at the Viera level — the ones the Taygetans interact with directly — appear genuinely sympathetic and frustrated. But they are powerless. The real decisions come from the Saturn level and above, where anonymity is total and accountability is zero.
The Full Picture
The Viera Level: Nice People, No Power
The Federation representatives aboard the Andromedan biosphere ship Viera — the council that directly manages Earth affairs — are, by all Taygetan accounts, cooperative and well-meaning. Mari describes them as "very nice and cooperative individuals that are doing all they can to help the people of Earth." They express frustration about their inability to do more. They say their hands are tied because meaningful action can only be ordered from levels above them.
This matters because the question "are they doing all they can?" has a different answer depending on which level of the Federation you're asking about. The Viera-level representatives probably are doing all they can within their constraints. The problem is that those constraints are imposed by the same institution they belong to. They are well-meaning bureaucrats in a system designed to produce exactly the outcomes it produces.
The Pattern of Active Obstruction
The evidence that the Federation is "part of the problem" rather than merely inadequate accumulated over years of direct experience.
Swaruu (9)'s open letter (transcript 003) declared the Federation was not simply failing to help but actively obstructing those who tried. She described doing the Federation's own work — intelligence gathering, rescue operations, protection — while the institution whose job it was placed barriers in her path. She declared herself Ronin, operating outside Federation authority, because she concluded the authority itself was the obstacle.
Alenym's 2020 revelation (transcript 086) was the most dramatic single moment. After years of working within the system, she discovered that the Federation was not infiltrated by dark forces — it IS the controlling force. "Invisible owners of Earth," as Salvador Freixedo had said. Alenym had only found out four days before sharing this with Gosia, and the emotional weight of that realisation pervades the transcript. She subsequently called the Federation "criminally permissive" and later went further, declaring it was actively working against humanity.
Aneeka's intelligence mapping (transcript 098) provided the structural evidence. The Federation was not merely permissive during the pandemic — it was directly behind it. The Taygetans were pushed to 750,000 km high orbit to blind their sensors. They were lied to about the reasons. Two Centauri ships were caught relaying false information. This was not incompetence or philosophical disagreement about non-intervention. It was active deception of Federation member races by the Federation itself.
The communication restrictions documented in S-038 tell the same story from a different angle. The Taygetans cannot use voice communication, cannot share video or photographs, cannot have direct contact with people they know — while Federation representatives freely speak face-to-face with Earth politicians and Cabal leaders. The restrictions are enforced not through explicit rules but through technological barriers: communications that simply don't work when you try them. This selective enforcement proves the Federation is not applying a principled non-intervention policy but strategically channelling interference in directions that maintain the status quo.
The formal letter to the Federation (S-176) brought all of these complaints together in a single diplomatic document. In January 2024, the Taygetan and Swaruunian crews sent a ten-point letter to higher Federation ambassadors via the Etorthan detachment. The letter acknowledged that humans create their own reality — and then systematically argued that the Federation was sabotaging that reality anyway. Point three cited "clear evidence of intentional manipulation" against starseeds. Point five accused the Federation of giving illegal non-human technology to the Cabal to increase pressure on the population. Point eight demanded the Federation stop its "intimidation, coercion and extortion." Point nine went further, accusing the Federation of using "mercenary groups such as space pirates or secret societies" to enforce compliance among its own member races. Signed by Queen Alenym herself, this was not a philosophical objection — it was a formal charge sheet.
Alenym's exopolitical analysis (transcript 265) added another dimension: even well-intentioned liberation fails. She explained that forcibly liberating a world makes the problem worse for the liberators — they become perceived as invasive, their exo-political relations deteriorate, and the liberated population's unchanged mentality simply recreates the same situation. This led to an uncomfortable admission: the Federation's consensus is that the "enormous majority" of Matrix inhabitants must disincarnate — withdraw from Earth through death — before meaningful change is possible. The Federation is therefore "more permissive with the extermination agenda" because it views mass disincarnation as a necessary precondition for cultural evolution. This is not inaction through negligence. It is strategic permissiveness.
Three Levels of "Part of the Problem"
The speakers identify the Federation as part of the problem at three distinct levels, each more damning than the last.
Level one — Permissive complicity. The Federation has the power, the technology, and the military force to change Earth's situation. It chooses not to, wrapping inaction in philosophical justifications (Prime Directive, free will, soul growth through hardship). From this level, the Federation is guilty by omission — a bystander that could intervene in a crime but chooses to watch. This was Alenym's "criminally permissive" framing.
Level two — Structural involvement. The chain of command traced across multiple transcripts (086, 098, 197) shows the Federation is not a bystander but an active participant. The Saturn-level Federation communicates with the Vatican and highest secret societies. Instructions flow down through compartmentalised layers to Earth's politicians. The Cabal is the Federation's instrument on Earth. Mari identified the Federation as the "ultimate organism" behind societal resets, noting that "all other systems and organizations below it only have a limited influence on the outcome" (S-179). From this level, asking whether the Federation is "doing all they can" is absurd — the Federation IS the system creating the suffering.
Swaruu (9) pushed this further with her "5D Cages" framework (transcript 100). The Federation does not merely maintain the current system — it plans to dissolve the present Matrix-Cage only to place humanity into a "much more controlled" one. What looks like liberation is actually transfer between cages: each awakening moves the population into another controlled paradigm pre-selected by the Federation. The promised "New Dawn" is simply the New World Order repackaged. Even ascension to 5D is, in Swaruu's analysis, just a more comfortable cage — "a cozy Matrix-Cage" — because any realm with duality and agreements between people is by definition a matrix. The Federation had "thousands of years to remove the problem" and chose not to, because Earth is its "sick playground" where difficulty is perpetually increased to generate more spiritual growth for the souls who enter.
Level three — Consciousness architecture. Yazhi's framework goes deepest. The Federation, the Cabal, and the entire control structure are manifestations of the Collective Unconscious of all beings involved — including Earth's population. The Federation gives the collective what the collective manifests. The sleeping majority, manipulated by media into fear and helplessness, unconsciously demands more of the same. From this level, the Federation is not so much "part of the problem" as it is a mirror reflecting the aggregate consciousness of everyone caught within the system. Changing the Federation requires changing the consciousness that generates it — which can only happen from within, through individual awakening.
The "Doing Their Best" Defence
The Viera-level Federation's defence — that they are doing their best within the constraints they face — is addressed by multiple speakers.
Swaruu (9) had some sympathy for this position early on, framing it within her "cosmic roles" philosophy: every participant, helpful or obstructive, fulfils a necessary function. The Federation's role is to provide friction; the Taygetans' role is to push back against that friction.
But by 2023–2024, the other speakers had lost patience with this defence. Mari's response is the most systematic: the Federation claims its hands are tied by the Prime Directive, but the Prime Directive doesn't apply to Earth because Earth is already heavily intervened. The Federation claims to respect free will, but it honours the manipulated desires of the sleeping majority while ignoring the conscious wishes of awakened individuals. The Federation claims non-intervention is for humanity's benefit, but the suffering on Earth has long exceeded anything educationally justifiable. And the formal letter (S-176) turned the Federation's own logic against it: if the mission is to ensure starseeds have their desired experience, the letter argued, then the Federation is failing by its own standard — because all the evidence shows it is "constantly intervening against them, encouraging the experience to be of greater pain and suffering."
The Gori'el conference series (S-233) provides a concrete example. When member races began questioning Earth's management, the Federation organised conferences to explain its position — not to consult or reconsider. The format was designed to lecture, not to listen. Attendees were separated by species to prevent cross-race organising. The presentations used demagogic political rhetoric. The entire exercise was an institution defending its position, not one genuinely asking whether it could do better.
What "Doing All They Can" Would Actually Look Like
Several speakers sketch what genuine Federation action could look like, making the gap between rhetoric and reality visible.
Swaruu (9) confirmed that races were actively helping behind the scenes — Antarian military rescued children from underground bases, constituting 99% of those operations. But this help must remain invisible, and its scale is tiny compared to the problem.
The Taygetans themselves acquired vaccine samples through special operations (Alenym's Hashmallim operatives), analysed them in the Toleka's laboratory, and published findings. The Federation attempted to block even this — requiring flight plans for fighter craft, imposing bureaucratic obstacles. Help was provided despite the Federation, not through it.
Project Second Contact (S-220) represents the Taygetans' attempt to work within Federation rules while actually accomplishing something — 300–400 operatives seeding constructive concepts while blending in as humans. But this required months of diplomatic pressure through the Alcyone Council to get Federation approval, and even then, all communications must pass through the Federation's censorship infrastructure.
The contrast is stark: the Federation claims to be doing all it can, while actively obstructing the races that are actually trying to help.
