Short Answer

Both — and neither, depending on which level of the Federation you're asking about and which speaker you listen to. This is one of the most fiercely debated questions within the Taygetan crew itself. The early position (Swaruu 9, ~2018–2019) framed the Federation as playing cosmic roles in a vast game, with both helpful and obstructive factions. The middle period (Aneeka, Alenym, 2020–2021) grew increasingly critical, with Alenym calling the Federation "criminally permissive" and later declaring it was actively working against humanity. Yazhi offered the most radical reframe: that the Federation's inaction isn't a choice but a structural impossibility — humans themselves, through their Collective Unconscious, are blocking the very intervention they demand. And Mari Swaruu's later work (2023) traced the control architecture from Earth's oligarchs upward through secret societies to off-planet Federation management, arguing the entire political structure on Earth is controlled from outside.

There is no single Taygetan position on this. The answer depends on where you stand.


The Spectrum of Views

1. "They're Playing Cosmic Roles" — Swaruu 9 (2018–2019)

The earliest framing comes from Swaruu (9), who saw the Federation's behaviour as part of an enormous cosmic dance where every participant — helpful or obstructive — fulfils a necessary role. In transcript 099, she stated: "Speaking of the Federation, the Earth, and higher planes, everything is roles, roles to be fulfilled in the cosmic dance." In her view, accusing the 5D Federation of wrongdoing was itself part of the game: the role of Taygeta was to report what wasn't working, to push back, to hold the Federation accountable. But she also warned that humans must never know they're being protected, because that knowledge would create dependency and stagnation. People would stop growing and start worshipping non-human saviours.

Meanwhile, she confirmed that races were actively helping behind the scenes — the rescue of children from DUMBs (deep underground military bases) was 99% Antarian military operating for the Federation, though the credit would go to the 1% of US Navy Seals who participated. But this help must remain invisible. Starseeds are described as "all the help that the Federation will give to humans. They are the engine of everything, inspiration, and their divine protection."

This is the most philosophical position: the Federation isn't exactly helping or controlling. It's participating in a structure where human growth requires friction, and that friction has to feel real.

2. "Criminally Permissive" — Alenym (2020–2022)

Alenym's position hardened dramatically over time. By 2020–2021, she was openly calling the Federation "criminally permissive" — hiding behind non-intervention laws while humans suffered. Her argument was blunt: the Federation absolutely has the capacity to fix things on Earth. They have the military power, the technology, the numbers. They simply choose not to, wrapping their inaction in the Prime Directive and Free Will as philosophical justifications for what amounts to abandonment.

She pointed out the hypocrisy: the Federation is heavily militarised (contradicting the "love and light" image promoted by Earth contactees), and it observes "Space Law" and "Free Will" selectively — honouring the collective mass-desire of sleeping humanity (which, being manipulated, asks for more of the same) while ignoring the desperate wishes of the awakened minority who can see what's happening.

Her most damning observation: the Federation treats the human Collective Unconscious as the democratic voice of humanity. But that Collective Unconscious has been shaped by millennia of manipulation — poisoned food, false education, weaponised religion, controlled media. So the Federation is effectively respecting a "vote" that was rigged from the start, then using that rigged vote to justify doing nothing.

From Alenym's perspective, the Federation can be perceived as an evil controlling entity, and from the point of view of someone living an incarnation on Earth, that interpretation is entirely valid.

3. "They Control Everything Off-Planet" — Mari Swaruu (2023)

Mari Swaruu took Alenym's critique further by mapping the actual control architecture. In her account, every government on Earth is controlled from behind by secret societies — and those secret societies answer to the Federation. Politicians are "discardable front men and women" for the real power structure, which prefers to remain invisible. Elections are theatre. The entire political apparatus — left, right, all parties — is managed from off-planet.

She described a system where the Federation uses "Step Down" politicians — figures who are placed, not elected — and where the real decisions about Earth's direction are made at Federation council level, far from any human awareness. The overt government is a mask; the secret societies are the mechanism; and the Federation is the hand that moves the mechanism.

Her 2023 video on how to control society (S-149) laid out the oligarchic playbook in chilling detail, written partly from the point of view of the oligarch themselves. The method: keep the population in survival mode with the lowest possible salary; contaminate the food supply with chemicals that attack the brain, justified as "necessary conservatives and flavor enhancements"; invert the food pyramid so people eat the wrong things; twist medical science to keep the population sick and dependent on false medicine; erase real history and replace it with a false narrative pushed through schools "incapable of teaching nothing more than obedience to a long list of cruel lies"; weaponise religion to cut people off from genuine spirituality, always imposing fear, guilt, and soul-destruction; compartmentalise everything so nobody sees the full picture; and exploit civil rights movements to fragment society further — "weaponizing legitimate efforts to fight for people's rights."

Mari contrasted this with how holistic societies work: the percentage of ethically advanced people is so large that a regulating government is no longer necessary, because every individual has their own internal guide in the shape of personal advanced ethics. But on Earth, the very political dynamics needed to control a population with low ethics also prevent spiritually advanced people from reaching positions of power — "mostly because their very ethics prevent them from doing and fulfilling all that is needed to attain those jobs."

From Mari's perspective, the Federation isn't just passively allowing humanity's suffering. It's architecturally managing it. And the oligarchs live in fear: "if they would realize and be conscious of what you have done to them in the past, of your plans and everything you are doing to them, they would chase you to the end of the world until you are found."

4. "They Can't Intervene Even If They Wanted To" — Yazhi (2021)

Yazhi offered the most philosophically radical position in a remarkable group chat with Gosia, Lina, Estel·la and Cristina (transcript 166), and it challenges everyone else's framing. Her opening words set the tone: "I understand well why people feel like this, angry at the Federation and all that. And from many points of view, they are right, it's true, the Federation is permissive and just as retrograde as the regressives. But from a more expanded point of view, everything comes out of the human mind."

Her core argument: the Federation literally cannot free humanity, because the problem originates in the human Collective Unconscious and can only be solved from within it. The Federation cannot free humans from oppression because humans are the ones generating the oppression themselves. If they are "saved," the victim mentality that created the problem gets perpetuated — they will only fall back into the same cycle as a culture and species. The problem isn't happening to them; they are generating it.

Her reasoning goes deeper than simple blame. The forgetting that comes with 3D frequencies creates a feeling of loneliness, which produces the separate "I" that degrades into destructive ego. This creates a victim mentality and survival mindset, which creates dependencies — first on the mother, then father, then family, school, religion, and government. Humans progressively delegate their internal power and independence, leaving the race in what Yazhi called a "little boy" mentality of pure dependence on authority. They desperately want outside help, perpetuating the same authority-dependency pattern that created the problem. When the same humans already have within them all the tools to solve things by themselves.

Everything in the human 3D experience — including the Federation, the Reptilians, the Cabal, the Pleiadians — is generated as a projection (or "tulpa") of the human Collective Unconscious. The Federation doesn't exist within the average human's reality framework. For the Federation to intervene, it would first need to be part of that Collective Unconscious, which it isn't. As Yazhi put it, it would be like asking a ghost for help to move heavy boxes — it cannot. The Federation must become part of the reality of the collective so that the realities, timelines, or densities become compatible. Meanwhile, humans do believe in demons and dark forces (calling them Gins, Demons, Entities — many names, same things), which is why those entities have access.

This creates a paradox that Gosia pushed back on hard, arguing the game is disproportionate: humans are born into oppression they didn't design, hit from all sides, their souls and bodies submerged in manipulation, unable to tell truth from lies — and then told they created all this. Yazhi acknowledged the suffering but held firm: the solution can still only come from within because the problem comes from within.

The only entry point is starseeds — Federation members incarnated inside the human Collective Unconscious. Yazhi was explicit: "I cannot affect the human Collective Unconscious alone, it does not work, it does not link, there is no entry point. That point are the starseeds. I need to use starseeds below so that from the dual understanding, 3D and 5D, that they have, they can serve as a bridge so that what I say can be filtered to the people of Earth." Starseeds are the cavalry that will solve the problem — but the problems of the Earth can only be solved from the Earth plane, from within, being humans who fix them.

She also added a devastating twist through what she calls the mirror phenomenon: the part of the Federation that obstructs help for Earth is generated directly by the human Collective Unconscious. The humans themselves are blocking the Federation. When Gosia asked whether this means the Federation can be influenced through these mirrors, Yazhi confirmed: "Yes. That is why humans with their low collective consciousness stop the Federation. In other words, the humans themselves are blocking the Federation." The Saturn Federation's obstructiveness isn't separate from humanity's problem — it's a reflection of it.

Even the Federation's own explanation for non-intervention is muddled, Yazhi admitted. The Federation itself doesn't fully understand why it can't intervene — "they go around with other kinds of reasons, like Karma." The Andromedans use the Karma concept (if you notice the ant, you now have obligations to it). But Yazhi saw it more simply as an existential barrier: you cannot fight fire with fire without fanning the flames.

Her summary was stark: "The Federation cannot intervene as humans would wish. It is not that they do not want to, but that they cannot." And the only practical advice for starseeds: "Accept what you can do and accept what you cannot do equally. Understand that it is not your responsibility to solve the problem even though you are the last hope." Lead people to understanding through visible evidence they can process — not complex metaphysics they'll reject.

5. "The Federation as Psy-Op" — Athena Swaruu & Yazhi (2021)

Athena and Yazhi's joint analysis in transcript 183 added a dimension the other speakers didn't explore: the weaponisation of the Federation concept itself. Athena saw clearly that the most visible "liberation" narratives on Earth — QAnon, White Hats, the Galactic Federation of Light — are CIA-managed psy-ops designed to control the spiritually awakened population. As she put it: "All you need to do is replace the word Federation with the word Jesus there and you will see what I mean."

Her argument: the CIA created the New Age movement to control human awakening, and what's happening now in the UFO/ET community is more of the same. A network of researchers and contactees — some knowingly cooperating, others just being used — reinforce each other's narratives under CIA-Jesuit-Illuminati management. They function as the "Mainstream Media" of the ET community. Anyone who challenges the "Federation of love and light" narrative gets attacked, censored, and silenced — just like the Taygetans experienced directly when the Federation placed a gag order on their communications.

Most provocatively, Athena laid out a prediction: the Cabal is preparing a fake alien contact event — not a military invasion, but a "benevolent" Federation appearing to "save" humanity. The fake aliens would offer solutions to the pandemic, free energy, and a new economic system (NESARA/GESARA) — all at the cost of delegating human freedoms to a New World Order disguised as cosmic benevolence. The real Federation, she argued, would not step in to correct this because they see it as part of the "game" and would remain permissive as always.

Yazhi confirmed: the Federation is running the Cabal-Illuminati, and the Illuminati are the Federation's ambassadors to Earth. The Federation recognises human governments as authorities over the people "by consent." When Gosia asked whether the Federation actively promotes its own positive image, Yazhi's answer was layered: the Federation itself doesn't care how it's seen, but the Cabal-level operatives do care, because they need the population to trust the Federation concept for when they deploy the fake contact scenario.

On starseeds, Athena framed them not as passive recipients of salvation but as the cavalry itself — the Federation's actual response to Earth's crisis. The help isn't coming from outside. The help is already here, incarnated, living human lives. But the system is designed to keep most starseeds from remembering who they are.

6. "Memory Implants and Low-Tech Control" — Aneeka of Temmer (2020)

Aneeka provided the technical perspective on how Federation control actually operates at the individual level. She described memory implant technology — not high-tech neural devices, but rather a low-tech system where the Federation manages what information enters and exits Earth's 3D framework. The Van Allen belts, the lunar matrix, the frequency fence — these aren't just passive barriers but active management tools.

Her key insight was that "everything in 3D is created/artificial." The entire Earth experience is a managed environment, and the Federation is the entity doing the managing. Whether you call that "helping" (providing a controlled school environment) or "controlling" (trapping souls in a frequency prison) depends entirely on whether you believe the school model is real or just the cover story for something darker.


The Core Tension

What makes this question so difficult within the Taygetan framework is that the speakers aren't just disagreeing about facts — they're disagreeing about the nature of reality itself.

If Yazhi is right that the human Collective Unconscious generates everything (including the Federation's behaviour), then blame is meaningless. The Federation isn't helping or controlling — it's reflecting. Change the collective, and the Federation changes automatically.

If Alenym and Mari are right that there's a real control architecture extending from Earth's oligarchs through secret societies to the Federation, then the Federation is an active oppressor using non-intervention philosophy as a fig leaf.

If Swaruu 9 is right that it's all cosmic roles, then the question itself is part of the game — a question designed to generate exactly the kind of friction that drives growth.

The speakers themselves are acutely aware of this tension, and transcript 166 captures one of the most emotionally charged exchanges in the entire Cosmic Agency archive. Gosia pushed back hard on Yazhi's position with a vivid analogy: "If my dog is being abused because he enters a trap, I help him, it does not matter if what has led him to that trap were his own legs." Lina expressed frustration that starseeds are attacked every time they start "joining up" — "it's like building a castle and being attacked every year." Estel·la asked the devastating question: if everyone's awakening must come from within, and that requires friction, does that mean what's happening is okay?

Yazhi didn't flinch: "Unfortunately, the friction causes them to change, because it takes them out of their comfort zone and forces them to take action. You learn by suffering." But she also acknowledged it wasn't inevitable — "it is not necessary to suffer to learn, but that is something that you can apply, not them, because their minds are very basic." Her final assessment was grim: "I see that they get out of the problem as a group, but at a very great cost in lives."


What They Agree On

Despite the disagreements, there are points of convergence across all speakers:

Starseeds are the key mechanism. Whether you frame them as the Federation's cavalry (Athena), the entry point into the Collective Unconscious (Yazhi), or the only help humanity will get (Alenym), every speaker agrees that awakened humans living on Earth are where the real action is. The Federation's most significant intervention is not military or political — it's incarnational.

Information is the primary tool. The Taygetans consistently describe their mission as providing information, not military rescue. As Yazhi put it, you can lead a horse to water but you can't make it drink. The transcripts themselves — the entire Cosmic Agency project — are framed as this informational intervention working through the starseed channel.

The Prime Directive is problematic. No speaker defends the Prime Directive without reservation. Even Yazhi, who argues the Federation can't intervene, doesn't claim the non-intervention policy is morally clean. It's structurally necessary in her model, but she acknowledges the suffering it permits.

Liberation from outside doesn't work. This is perhaps the deepest consensus. Even Alenym, who's angriest at the Federation, doesn't argue for a military invasion to free Earth. The concern is that external liberation would create dependency and repeat the cycle. The disagreement is about degree: how much help is too much? Where's the line between offering a hand and doing someone's homework?

Earth's control systems are coordinated, not random. All speakers agree that what looks like chaos on Earth — wars, pandemics, financial crises, political divisions — is orchestrated from above. Whether "above" means human oligarchs, secret societies, or the Federation itself varies by speaker, but the idea that Earth's suffering is accidental is rejected by everyone.
