The Taygetan answer to this question is nuanced: some structures at Giza predate the flood, while the pyramids themselves were built after it — though both are connected to the same Federation presence.

Athena Swaruu states that the oldest construction at Giza is the Sphinx, not the pyramids. The water marks visible on the Sphinx are a direct indication that the Earth was flooded by the Tiamat event. This confirms that the Sphinx — and the Federation base city it was part of — existed before the Great Flood, which the Taygetans date to approximately 12,500 years ago (461, Athena Swaruu).
The base city was a multi-racial starport created by the Galactic Federation. Most of that city now lies on three main levels underground, just below the Giza plateau. At the time, it was both above ground and below ground; what has survived to the present is primarily the underground portion, which the Cabal does not wish to acknowledge publicly. These subterranean chambers are of gigantic size — each level at least the size of the Giza plateau — and still contain advanced technology including spacecraft parked in hangars (461, Athena Swaruu).
The Pyramids Were Built After the Flood
The pyramids themselves were constructed after the flood as part of the Federation's effort to counteract the effects of the lunar Matrix. Swaruu of Erra explains that after the Tiamat cataclysm, the Federation installed the Moon — a damaged Andromedan biosphere ship — as a temporary containment measure, creating the 3D Matrix. The principal architects were Enoch and Thoth, who may have been the same person according to some accounts. The construction was a cooperative Federation operation involving the local population, not slave labour (142, Swaruu of Erra).
The pyramids were placed on planetary ley lines at strategic points throughout the planet as part of a global pyramidal network designed for maximum frequency effect. Giza was the centre of this system, serving simultaneously as the Federation's primary Earth base and the hub of the frequency-raising network (146, Swaruu of Erra; 201, Swaruu of Erra).
A Possible Complication: Pyramids Before and After?
An important detail in transcript 458 complicates the clean before/after distinction. Swaruu of Erra states: "Even damaged by the flood, the pyramids once again provided electric light to the subterranean facilities and the city above." The phrase "once again" implies the pyramids were functional before the flood, were damaged by it, and were subsequently repaired or reactivated (458, Swaruu of Erra).
This sits in tension with transcript 142 (also Swaruu), where the pyramids are described as being built after the flood as a counterweight to the newly installed lunar Matrix. Dhor Kaal'el adds context from the same transcript: "The flood defeated them and they had no power. They had a lot of power before the flood. Then they lost it and only re-gained it at that exact Akhenaten-Nefertiti point in history" — referring to the Reptilians.
