The Federation was born from necessity. During the Great Expansion from Lyra, countless races faced extermination by sauroid regressive species under the Orion Council. Three species — Andromedans, Arcturians, and Lyrians — formed the original alliance, represented by the three main stars in the Federation's logo. Over time it grew to encompass nearly 500,000 races and civilisations, making it, as Mari describes it, a "formidable organisation that almost guarantees the safety and positive cooperation between all its members."
Membership requires a civilisation to be interstellar — aware of cross-cultural implications and capable of cooperative engagement with others. Non-interstellar civilisations are kept isolated. Level 1 — Antarctica. An underground base where the extraterrestrial level meets the human level. Here, representatives from the Alfratans (Centauri) and Antarians — acting on behalf of higher councils — meet with puppet politicians, secret society leaders, and members of the Cabal. Other "shadier" races also hold influence at this level, but inquiries into their motives have met with "indifference or simple Federation bureaucracy."
Level 2 — The Viera. A large wedge-shaped Andromedan biosphere ship permanently stationed behind the Moon, serving as headquarters for the Federation Council for Earth Affairs. Meetings take place every Saturday afternoon, with Andromedans and Arcturians holding the ranking chairs. Mari's group perceives the Viera-level representatives as genuinely concerned, cooperative individuals who feel frustrated by their limitations — they lack the resources or authority to act and are "mostly relegated to advice and guidance roles."
Level 3 — Saturn. The Solar System High Council operates from biosphere ships in Saturn's rings and moons. This is where the ultimate decisions about Earth are made. Information about this level is poor, even to the Viera representatives. Despite assurances that the Saturn-level officials are positive and cooperative, Mari notes the unmistakable connection between Saturn and Earth's Cabal symbology — the rings in corporate logos, the proliferation of black cubes, the worship of Saturn by secret societies. As she puts it: "Although I cannot know exactly what right now, I'm quite sure something very shady is going on around Saturn."
Above Saturn, Federation governance extends through on-demand councils across countless solar systems and planets, fading into the depths of space. The Federation's central justification for how it manages Earth is the cosmic school concept. Earth is maintained as a contained environment where souls incarnate voluntarily for consciousness expansion through hardship and resistance. The Federation positions itself as mentor rather than tyrant.
Nai'Shara frames it through the teacher analogy: "A teacher is not bad because he gives math problems to his students. Nor is he bad because he does not solve them for them, since the teacher knows the answers." Swaruu (9) explains that the Federation "cannot solve their problems for humans, because they will not have any learning" — their role is one of "patient mentors, teachers," not exploitative controllers.
This justification has clear limits. The Federation does intervene when situations cross certain red lines: nuclear war is never permitted, truly deadly pandemics are prevented, and mass child abuse beyond certain thresholds triggers direct action. Swaruu (9) opened the conversation: "There is no smooth way to tell you this... We have good news and bad news for you. The good news is that the Federation or conglomerate of 'positive' races has sent aid to Earth. The bad news is that you are that aid."
Alenym then delivered the revelation: "This is very painful to say. And I only found out four days ago. And I've been quite upset... Now we understand who the controllers are. 'The invisible owners of the Earth,' as Salvador Freixedo wisely said. It is the Federation itself. It has always been them. Not that the Federation is infiltrated. It is them."
This wasn't a claim that the Federation is evil in the conventional sense. Rather, the speakers frame it as a vast mentoring apparatus that controls Earth's parameters — the 3D Matrix, the Van Allen belts, the flow of information — while maintaining the appearance of non-interference. The Federation controls Earth not through direct tyranny but through modulating what human creations are permitted to continue and which are curtailed, always claiming to honour free will while having "their hands everywhere."
The chain of command runs from the Federation through secret society leaders (not the politicians known to the public) down to the deep state and then to common politicians. As Alenym explains, the Federation "speaks to leaders of secret societies of planetary power" who then pass orders down the chain. Politicians are fronts; the real power structure is hidden.

The Prime Directive: Shield or Excuse?
The Prime Directive — the Federation's foundational principle of non-interference with developing cultures — is treated very differently by different speakers.
Swaruu (9) presents it as a genuine philosophical guideline: "The Prime Directive for us and the other races is a set of rules that guides us, is a philosophy and not an unbreakable law. It is flexible and you can skip the given law under full responsibility of those who make the contact." She notes the Taygetans have broken it "too many times to even count."
Mari Swaruu quotes the actual text of the directive — from "the Star Captain's most solemn oath" through to the prohibition on providing proof of Federation existence — and then dismantles its application to Earth. Her argument is devastating in its simplicity: the Prime Directive applies to cultures developing without external interference, but Earth is already "heavily intervened" by the Federation at every level. "The Federation is directly involved in all the politics and in all the technological developments and in all aspects of human society and science, so in no way do I see the application of the Prime Directive as valid here."

Higher Federation: Beyond 5D
Swaruu (9) reveals that the 5D Federation visible around Earth is merely the lowest institutional stratum. Above it exist progressively higher layers operating in 6D, 7D, and beyond — realms where time is malleable, telepathy replaces speech, and individual identity begins dissolving into collective consciousness.
The higher Federation understands human suffering in ways the 5D level cannot. Where the 5D Federation sees all of humanity as a single unit (just as humans see individual nations), the higher Federation sees 5D beings as part of a still-larger unity. From their perspective, the 5D Federation "is just another government that must learn."
The higher Federation intervenes not with ships and weapons but through consciousness — imposing situations as consequences of actions, giving key individuals epiphanies and realisations they take as their own, and working through starseeds embedded at every level. Yazhi's Radical Perspective: Humans Are the Key
Yazhi Swaruu offers perhaps the most provocative reframing of the entire Federation question. In her view, the real controllers of Earth are not the Federation at all — they are the "Broken Shoes," the ordinary people walking the streets.
Her argument runs through the Collective Unconscious: humans collectively manifest their reality through the Law of Mirrors, creating everything that affects them — including the Federation's behaviour toward them. The Federation door "can only be opened from the surface, by simple people." The 5D Federation that the Taygetans deal with is itself only a phantom — "like watering flames, not the fire's base." The root cause is human minds, and Saturn's bureaucrats "bounce responsibility because it's not theirs."
This is not meant to blame humanity. Yazhi acknowledges the vicious cycle: people manifest negative outcomes because the media feeds them fear, and fear concentrates creative attention. But ultimately, "the 'Broken Shoes' are the creator gods, even if they do not understand, or see this. They are the Gods."

Mari's Latest Assessment: Dark Forces Takeover?
By 2024, Mari Swaruu had developed the most detailed critical analysis of the Federation, drawing on years of direct observation, CIC intelligence reports, and the Gori'el conference series.
Her conclusion is stark: "The Cabal is the Galactic Federation compressed on Earth, and the Galactic Federation is, in fact, the Cabal." She describes the Federation as operating with identical strategies to Earth's Cabal — compartmentalisation, duality (causing problems on one side while selling solutions on the other), propaganda, and total lack of transparency. The step council system, designed for cooperative governance, has been "weaponised" — forcing everyone to resolve issues at their appointed level while the inaccessible levels above pass orders down, creating a permanent dead end.
The Gori'el Report (June 2024) provides a concrete example. When the local Federation organised conferences to explain to member races why Earth must be kept as it is, attendees were separated by genetic similarity into different rooms — preventing them from assessing opposition numbers or organising. Only 34 attended.
