The lowest tier of Federation governance on Earth operates from underground installations in Antarctica. Mari Swaruu reported observing the region directly from the Toleka's orbit, describing 25 to 50 ships arriving and departing daily through organised traffic corridors, ascending almost perpendicularly from Antarctica's geometric centre before dispersing — most heading toward the Moon where the Viera is stationed. She also noted substantial human military traffic, including C-17 Globemaster IIIs, C-5 Galaxies, C-130 Hercules transports, Russian Antonov-22s, private jets, and fighter patrols well inland — making Antarctica, in her assessment, "one of the highest militarized zones on Earth if not the most by far."
The Federation bases there are described as complete underground cities connected to deep underground military installations across the planet via high-speed magnetic trains. Non-human people of any star race enter Earth primarily through Antarctica, then travel underground to their final destinations beneath major human cities. The races commonly present include Andromedans, Arcturians of the Dieslentiplex branch, Sirians, several types of Grays (mostly Tall Grays), Tall Whites, and the most numerous extraterrestrials on Earth — the Alfratans (Centauri). Athena Swaruu was blunt about this when addressing the narrative that the Cabal was "surrendering" in Antarctica: what actually happens is that world leaders go there to "pledge their allegiance to their controllers, Deep Cabal, Reptilian and other non-human races representing Federation." She added pointedly that the Viera-level Federation "does not know apparently" what happens at this level — suggesting that even between the first and second tiers, information is compartmentalised.
Mari Swaruu described the region as having been used as a Federation control centre since the great flood caused by Tiamat's destruction, roughly 12,500 years ago. The location was chosen specifically for its inaccessibility to normal humans.

The Viera: Headquarters Behind the Moon
The primary headquarters for the local Federation — the one that manages all Earth affairs — is the Andromedan biosphere ship Viera. Aneeka of Temmer provided the most detailed physical account: it is 811 kilometres long, approximately 300 kilometres wide at the back, and about 50 kilometres tall. Its shape is an arrowhead, making it an "exploration class" biosphere with greater agility than the standard spherical Andromedan biospheres.
The Viera orbits in a selenacentric path — orbiting the Moon rather than the Earth — always keeping the Moon between itself and Earth's surface. It sits at roughly 490,000 kilometres from Earth. Aneeka noted that although the ship doesn't use invisibility systems, Earth's governments detect it and the 900-plus large spacecraft in orbit but simply don't inform the public.
Inside, the Viera contains two ecosystem levels: a lower marine biosphere and an upper terrestrial one. The terrestrial zone spans approximately 700 by 200 kilometres and includes forests with orange and green leaves, lakes, wildlife, and internal climate systems complete with rain sprinklers, magnetic wind generators, and hexagonal ceiling panels that simulate the sun's progression across an artificial sky. Yazhi added that they even simulate winter in parts, with temperatures dropping to around 8°C. Entering the biosphere through the hangars, Aneeka described the experience: passing through force-field walls that look like open space, walking through corridors with wine-red carpet flooring and white walls, and emerging onto a half-circle terrace where "you get the feeling that you are stepping outside, not entering a ship."
The political heart of the Viera is a large hall with Romanesque-style pillars overlooking the biosphere — described as the headquarters of the regional Federation from where terrestrial affairs are managed. Aneeka described a Federation meeting room there as a semicircular space with a ceiling over 20 metres high, white columns, a round table with plant decorations, holographic screens for each racial group, and three sizes of chairs — the smallest standard, the largest for bigger races, all with backrests only on the left side to accommodate tailed species like Sirians, Reptilians, and Urmah.
Council meetings take place every Saturday, following human days of the week because the Federation must coordinate with its Earth representatives. The Andromedans and Arcturians hold the most prominent chairs. Other races regularly present include Alfratans, Antarians, and various visiting delegations. Mari Swaruu described the Viera as functioning like "a multi-racial hub from where countless Federation races as well as others who are not use as a forward operating base."

Saturn: The Anonymous Power Centre
Above the Viera sits the Solar System High Council, operating from Saturn's moons and rings. Aneeka described this level in stark terms: the leadership there is "impossible to find." Nobody knows who they are or where exactly they operate. They communicate only through orders bearing validation codes — "The honorable Saturn High Council dictates that you are to withdraw from the vicinity of Earth immediately. Certification Alpha-Whisky-Bravo 928167-675172" — with no return address, no one to appeal to, and no way to identify the sender.
The bases themselves are distributed across Saturn's moons — Mimas, Titan, Enceladus, Dione, Tethys — and within the rings. Roughly 90% of the installations are underground, tunnelled into asteroids and large rocks, with surface facilities dominated by spider-like structures featuring central domes and extending tubes going underground. Saturn as a planet is too dense and gaseous for habitation, but its rings provide a vast infrastructure for bases, mining, and industry. Mari Swaruu described how "the rest of the Federation structure above Solar System levels, including above Saturn level, takes place on demand and on countless well-known solar systems and planets," with representatives from planetary and solar system levels attending as relevant to whatever issue is under discussion.
The size and power of the Federation, as Mari put it, "fades away in the depths of space. Wherever we see a star, it's there in one form or another." Observing the Federation as a whole, she acknowledged it as "a formidable organization that almost guarantees the safety and the positive cooperation between all its members" — while immediately cautioning that this idealistic view "is easily taken as the ultimate political example for cooperation between all races" but crumbles upon closer inspection of how each level actually operates.
The Etorthan detachment that arrived in late 2023 represented "a larger part of the Galactic Federation" — the galactic quadrant level — demonstrating that even higher tiers do occasionally interact with the Earth situation directly.
