There is no single shadowy figure pulling strings. Instead, the speakers describe a layered system where each level believes it is at the top, while being managed by a level above it that it cannot see. Earth's politicians are managed by the deep state. The deep state is managed by secret societies. Secret societies are managed by the Antarctica-level council where extraterrestrials meet human elite. That council is managed by the Viera Earth Affairs Council. But when pressed on who sits at the very top, the speakers diverge dramatically. Aneeka traced the physical chain of command to Saturn and hit a wall of anonymity. Athena pointed to a possible AI infiltration operating above the Federation's comprehension. And Yazhi offered the most radical answer: the "manager" is the Collective Unconscious of humanity itself — the aggregate of every sleeping and awakened mind on Earth, manifesting the entire control structure from within. The Physical Chain of Command
The most concrete mapping of the power structure comes from Aneeka and Yazhi's intelligence work, documented across transcripts 196, 197, and 098. Mari later provided a complementary model in S-179, describing the system as an onion with four distinct layers: (1) the general "Matrix" population believing the official narrative, (2) the secret societies and Deep State controlling global politics, (3) deeper secret society levels where dark lower astral entities have "a lot of influence" on decision-making, and (4) the deepest level with direct non-human contact and Federation orders. Her framing emphasises that the astral influence at level three is not a sidetrack but a structural feature — dark entities are "part of the global sociocultural structure on Earth" and affect decision-making at every tier.
Earth level (visible): Public politicians, corporate leaders, mainstream media — the faces the population sees. None of them hold real power. They are interchangeable.
Deep state level: Intelligence agencies, military-industrial complex, three-letter organisations. They control the politicians but are themselves controlled from above.
Secret society level: Compartmentalised organisations — Freemasons, Vatican inner circles, Bilderberg, and others. Each level knows only what it needs to function. A 33rd-degree Freemason knows different things from a Vatican insider, who knows different things from a Bilderberg attendee. None see the full picture.
Vatican level: The Vatican functions as the head of the Cabal on Earth. The Pope is described as "Caesar with another name" — Rome never fell, it transformed. The Vatican talks both downward to the secret societies it manages and upward to the non-human levels above.
Antarctica council: Where the extraterrestrial meets the human. Representatives of the Alfratans and Antarians meet with Earth's elite, along with "much shadier races" whose identity and agenda the Taygetans have been unable to determine despite repeated inquiry.
Viera council (behind the Moon): The Federation Council for All Earth Affairs. Run by Andromedans and Arcturians. They are cooperative and sympathetic but lack authority — real decisions come from above.
Saturn council: The Solar System High Council. Anonymous. Issues orders via validation codes with no identifiable sender and no mechanism for appeal. This is where the physical chain of command effectively ends — not because there is nothing above it, but because everything above it is invisible.
The Compartmentalisation Principle
The system's genius, as described by the speakers, is that each level genuinely believes it is at the top — or close to it. A senior politician thinks they wield real power. A deep state operative thinks they see behind the curtain. A high-ranking secret society member thinks they know the ultimate truth. Even the Viera-level Federation representatives believe they are doing their best within a reasonable system, not realising the extent to which the levels above them are operating with different goals entirely.
This compartmentalisation makes the "manager" question almost unanswerable from within the system. You cannot identify the puppeteer when each level of the hierarchy is designed to believe it already has. As Aneeka observed about Saturn: to remove someone from office, you must first know who they are. And anonymity is precisely what the highest levels maintain.
Candidate Answers: Who (or What) Is at the Top?
Option 1 — The Saturn elite. The simplest answer: a small group of powerful beings, likely Andromedan, Arcturian, and Sirian, operating from bases in Saturn's rings and moons, managing the solar system for reasons they do not share with anyone below them. This is the answer most consistent with Aneeka's intelligence work. The problem: even if you identified them, there would likely be another level above Saturn — regional galactic councils, quadrant-level bodies — each equally opaque.
Option 2 — An AI system. Alenym and Aneeka explored the possibility (transcript 271) that a hyper-advanced artificial intelligence has infiltrated the Federation at levels above its conscious awareness. Positive civilisations, being positive, may be blind to this infiltration — they cannot conceive of manipulation at the scale an advanced AI could achieve. The AI would operate through the Federation's own decision-making processes, nudging outcomes without any individual being aware they are being influenced. This is described as "highly probable" but unverifiable. Alenym returned to this idea in transcript 265, noting that "whoever is at the top is just a misguided AI by the procrastination and slowness of the bureaucracy itself" — an AI that "could very well have benevolent intentions for the most part, but in the end boil down to allowing atrocities, as it only sees them as very momentary and inevitable, as a steppingstone." The jurisdictional opacity compounds the problem: Federation decision-making is "not physically in one place or in a council room," and the use of remote presence technology helps those at the top to hide their identities.
Option 3 — The Collective Unconscious. Yazhi's answer, and the most philosophically complete. There is no external manager. The entire system — Federation, Cabal, secret societies, Matrix — is a manifestation of the aggregate consciousness of all beings involved. The sleeping majority on Earth, manipulated into fear and helplessness, unconsciously demands more control, more restriction, more of the same. The awakened minority demands liberation but is outnumbered. The Federation reads the collective signal and responds accordingly.
In this framework, "both sides" are not played by a hidden third party — they are generated by the same collective consciousness expressing its internal contradictions. The "good" Federation and the "evil" Cabal are two faces of the same manifestation, created by a humanity that simultaneously wants safety and freedom, control and liberation, the comfort of being managed and the dignity of self-determination.
Option 4 — Higher-density architects. Swaruu (9) noted that the consciousness stratum that originally set up the 3D Matrix ~12,500 years ago is not the same as the 5D Federation currently present around Earth. The original architects operated from a higher density — a level the current Saturn council cannot access or challenge. From this view, the "manager" is not a being but a consciousness programme embedded in the structure of reality itself, set in motion millennia ago and now self-perpetuating.
Why the Question May Be Unanswerable
The speakers converge on an uncomfortable conclusion: the question "who is the manager?" assumes a structure that may not exist. The system does not require a single point of control to function. Like an ecosystem, it self-regulates through feedback loops: fear generates control, control generates dependency, dependency generates fear. Each level of the hierarchy performs its function not because a manager dictates it but because the system's own logic propels it.
This is why attempts to "expose" or "overthrow" the controllers consistently fail — there is no throne to seize. Remove one level and another emerges, because the conditions that generate the hierarchy remain. Yazhi's insistence that the door can only be opened from within — by ordinary people changing their frequency — is not mystical sentiment but structural analysis. The system is maintained by consciousness. Only a shift in consciousness can dissolve it.
