"The Federation simply cannot free humans from oppression, because they are the ones generating the oppression themselves," Yazhi stated. "So by liberating them as the very humans wish to be liberated, the victim mentality that is generating the problem in the first place gets perpetuated." Direct intervention would be "fighting fire with fire" — it would only strengthen the dependency mindset that created the problem.
